Quinn paycheck "consequences" ring hollow

CHICAGO  --  Illinois lawmakers have already been paid for July, and the state's  Comptroller isn't sure Gov. Pat Quinn can legally cancel their August paychecks in the latest spat over pension reform in Illinois.
