Palatine to Repair 2.5 Million Gallon Water Supply Tank

In need of immediate attention, the Village of Palatine approved plans to fund, repair, upgrade, and maintain the South Water Supply Tank in 2012.

Unexpectedly in need of immediate repairs, Palatine plans to move some money around to address some of the problems reported at the Village’s South Water Supply Tank by the end of this year.  The Village Council approved the 2012 plan to fund, repair, design-build upgrades, and maintain the South Supply Tank at Tuesday night’s meeting. Even though no tank maintenance was planned in the 2012 budget, inspections this spring showed some of the issues of at the South Water Supply Tank could not wait. A receiving point for lake water, the 2.5 million gallon tank was constructed in 1982 and was last repaired in 1995. School Board Approves District 211's Tentative Budget

District 211's balanced budget reduces debt service levy, increases property taxes and trades in old debt for new with the sale of municipal bonds.

Township High School District 211's $285.477 million tentative budget for 2012-2013 was approved by the school board on Thursday, Aug. 16. “I believe the budget that will reflect our commitment to continue to reduce cost and we are presenting a fiscally responsible plan,” said Associate Superintendent for Business, David Torres said,. The school district would receive a 0.8 percent increase in property tax revenue compared to what it received in the previous fiscal year. In fiscal year 2011-2012 the school district received $200.3 million in property taxes, although the district had budgeted for $194..4 million. To the author of this article: please would you clarify what you (or Mr. Torres) mean by "reserve funds." You quote him as saying it may seem a lot "...but it’s like when you just get paid and you still have a lot of bills to pay. Tax Bills Help Nail Down District 211’s Tentative Budget

Township High School District 211’s 2012-2013 tentative budget is set, ready to be presented to board members on Thursday, Aug. 13.

This year, with money from the Cook County Tax bills already in the bank, Township High School District 211's tenative budget is set and more solid than in years past.  “A great change for us to see that,” said David Torres, Associate Superintendent for Business for District 211. “Actually, in my entire career that’s the earliest I’ve seen that, that’s a long number of years.” Torres is right; this was the first time in more than 30 years that the second installment of the Cook County Property Tax bills were mailed on time. Palatine to make budget cuts, consider electricity tax

Palatine village officials held their first public meeting on the budget Nov. 6.

Palatine village officials are turning to budget cuts and an electricity tax to balance the 2011 budget. The electricity tax being considered would be about 5 percent of electric bill. The $900,000 in new revenue would offset declining state income tax dollars. "On a personal level this was the most difficult budget I've been involved with in more than 20 years," Village Manager Reid Ottesen said during the first public meeting on Palatine's proposed budget, held Nov. 6 at Village Hall. Palatine's operating budget is projected to increase by 0.48 percent to more than $61.7 million. But mandated pension obligations account for more than $800,000 in additional expenditures. Village officials will discuss the proposed 2011 budget at a meeting Saturday, Nov. 6.

Village officials will have their first public meeting regarding Palatine's budget for 2011 Saturday, Nov. 6 at Village Hall. Village staff and council members have been working on the budget for months. "It's not been an enjoyable process," said Scott Lamerand at a recent council meeting. Lamerand is the District 2 village council member and chairman of the business, finance and budget committee. "There was not an easy decision in the entire process." Details of the proposed budget have not yet been made public, although village officials had indicated the budget should be loaded to the village website Friday evening or Saturday morning. Why D-15's Financial Outlook Changed Dramatically

District 15's five-year financial forecast shifted by millions of dollars.

UPDATED This story has been updated and corrected. Residents, and some school board members, recently were left wondering how Community Consolidated School District 15's financial outlook could change so dramatically. For fiscal year 2009-2010, the district had a surplus of about $6.8 million. The district's budget had predicted a surplus of only $132,304. More dramatic, however, was the district's long-term financial forecast that showed the district finishing 2015 with fund balances of about $30.8 million. The previous 5-year budget outlook had predicted annual deficits that would drain reserve funds and leave a negative balance at the end of 2015. Township High School District 211 approved a balanced budget that maintains the districts fund reserves.

Township High School District 211 has approved a balanced budget for the coming fiscal year. Revenues for fiscal year 2010-2011 are projected to be about $252.9 million, while expenditures are projected to be about $251.3 million. The district will maintain its goal of having reserves of at least 33.3 percent in each of its funds. Assistant Superintendent for Business David Torres said that the budget is down 4.6 percent from the previous year. He said the district largely achieved this reduction by putting off capital improvement projects and some technology purchases.
