Really Palatine Police? REALLY!?

My girlfriend got a ticket for not having a city sticker when she stayed overnight a few weeks ago. About 6 months ago we DID live together but she got her own place in Schaumburg in June. My gf went to the police department today to get the ticket waived... with proof of residence in Schaumburg dated prior to the date the ticket was issued. Nothing but attitude and insinuation from the lady behind the glass. Is there somebody with authority we need to contact?
