Quinn concealed carry changes likely short lived

SPRINGFIELD  --  Even before Gov. Pat Quinn changed Illinois' concealed carry law, the downstate Democrat who wrote the plan was saying the governor's was irrelevant.

“I don’t think it matters what he does, to be honest,” state Rep. Brandon Phelps, D-Harrisburg, told Illinois Watchdog.
