“My work with children wherever I have lived has meant a great deal to me,” Carrasco says.

From Israel to Chile to Chicagoland, Carrasco has put that ideal into action as an educator and a proponent of services for children and families. Carrasco joined the ChildServ Board of Trustees in 2004 as a member of the agency program committee while she was also serving as a Head Teacher for the University of Chicago Lab Schools. During her time with ChildServ, she has helped the agency expand services to reach more at-risk populations. She has served as an advisor in the creation of the ChildServ Military Families Initiative; encouraged the agency’s participation in Operation Shower, which honored 40 wives of service members who were mothers-to-be; and served on the program committee that planned ChildServ’s expansion of early childhood services into the Elgin community.

In addition to her instrumental work at ChildServ, Joyce is the founder and former president of Illinois Blue Star Mothers #3, an organization for mothers who have children serving or who have served in the U.S. military. She was also instrumental in bringing the Portrait of a Soldier exhibit to the Gail Borden Public Library in Elgin.
